TYPICAL FAQ

1. Is the competition open to international participants?
Yes, the competition is open to international participants. Point 4.1 of the administrative specifications, states that all multidisciplinary teams or legal entities whose corporate objectives are in line with the objective of the competition, led by a landscape architect, architect or engineer, may participate as long as the director, or other representative of the team, is able to practice in Spain in order to draft the construction documents in the appropriate format.
Those qualified to practice in Spain are those individuals holding a degree in landscape architecture, architecture or an engineering degree, be it a Spanish degree, a legally recognised degree (those from the European Union, Norway, Iceland, Liechtenstein or Switzerland), or a degree recognised by the Spanish government and/or recognised by the corresponding professional association.

2. Is it necessary to belong to a Spanish professional association to participate in the competition?
No, it is not a requirement.

3. What are the professional fees for the winner of the competition?
As stated in point 17.2.4 of the administrative specifications, “the maximum sum for fees shall be 500,000 €, plus VAT.

4. We are two Spanish architects, one of us is registered to work and the other is not. The question is if the second should be identified as a collaborator or could he appear as co-author of the proposal. If affirmative, how do we fill appendix 4, in other words where it states the company for the percentage distribution should we specify the individual?
In the event of winning the competition, the team should satisfy the conditions for award indicated in point 17 of the administrative specifications. In other words, if two architects are to sign the contract, they will have to fill the form as authors of the proposal and fill in appendix 4, both as professionals with their respective percentages and representation.

5. We are a team composed of an architect, a landscape architect and a final year architecture student. In what place of the identification form do we include the student. We understand that he should also be included as a co-author of the proposal. Is this so?
The section relating to authors of the proposal is for those going subscribe to a contract. The student does not have a degree, and thus cannot be included in this section and must appear as a collaborator.
 
6. If one of the members of the authors is already an architect, but has still not received the physical document accrediting the degree, is the form requesting the issue of the official degree valid to demonstrate technical solvency?
Yes, but if it is a photocopy it should be a certified true copy.

7. One of the administrative specifications mentions professional qualification to practice in Spain. Is it enough to have the degree, independently of the translation into Spanish, or must it be recognised by Spanish authorities?
Those professionals qualified to practice in Spain are those holding the corresponding degree, be it a Spanish degree, a legally recognised degree (those from the European Union) or a degree approved by the Spanish government and/or recognised by the corresponding professional association.

8. If there are two or more professionals in the proposal should they fill a form for professionals or a form for mixed teams?
The form for mixed teams is only necessary when in a team there are both individual professionals and companies.

9. Should the degree or professional association certificate be presented by each one of the team members or only by the team leader? Is there a limit to the date of issue? Would a certificate issued in 2007 be valid?                                                                                                                                                                                                                    All authors of the proposal that would be awarded the contract, must justify their technical expertise. In the case of companies, the director or the person leading the team will need to present technical solvency.
Certificates issued earlier may be valid as long as none of the requirements have changed since it was issued.

10. Is it necessary to present the form in appendix 2 for each member of the team or only of the representative of the company?
In the case of a company only the representative must sign this form. In the case of several companies a form for each company representative. In the case of mixed teams, one form for each company representative and a form for each individual professional.

11. Are the competition brief and documents available in English?
Yes, they may be found in the English section of the web page.

12. Should the documentation presented be officially sealed or is it enough to be closed in a regular fashion.
It is enough to be closed in a regular fashion.

13. Is it possible to visit the competition site?
Yes, two guided tours of the site have been established: 3 and 6 March 2009. To attend the guided tour it is necessary to send a petition, indicating the preferred date, to the following e-mail: visitas@concursoparquedevaldebebas.com.

14. If I have questions about the competition, how will they be answered?
Any questions which the participants wish to ask must be addressed in writing to the Secretariat of the competition, to arrive before close of business on Friday, 6 March 2009. The complete list of anonymous questions and answers will be uploaded on the web site by Friday, 13 March, 2009.
